FURTHER INFORMATION REQUIRED FOR CEC APPLICATION

CEC 235H/2007

Activity: Improvement of a Highway by widening and paving.

9     The establishment of a paved area (inclusive of associated works) of more than 4500 square metres during a two year period.

33(b)     The extension / expansion (inclusive of associated works) of a road by more than 1 km or by 35% or more of its length or width.

The following information needs to be furnished to the Environmental Management Authority (EMA) before a determination can be made:

A     GENERAL INFORMATION

1     You have failed to include a copy of your Certificate of Registration as a Company from the Registrar of Companies of the Republic of Trinidad and Tobago.

2     In Item 5 (Location of Proposed Activity), you have stated that people get on to the highway from all parts of Trinidad & Tobago. You need to state the exact location at which the highway starts and ends.

3     In Item 6 (Do you own the Property on which the Activity is to be Carried Out?), you claim squatters rights based on many millennia of occupation. Please state the name of the actual owner of the land. Further, if you are squatting on state lands you must also provide a copy of your Certificate of Comfort from the Land Settlement Agency.

4     In Items 10(b), (c) and (d), related to Springs or Aquifers; Rivers and Streams, and Ponds; Reservoirs and Wetlands; please clarify your statement that this is not a concern of yours.

B     DESCRIPTION OF INTENDED ACTIVITY

5     In Item 12(a) (Total Area intended for the Activity), you have stated "metaphysical area". Please explain. Please also state how many lanes in each direction the improved highway will have.

6     In Items 12(c) and (d), related to Potable and Process Water, again please clarify that this is not a concern of yours.

Site Preparation and Construction Phase

7     In Item 13, you have stated that blasting will be required to remove existing pavement, and you further stated that the blasted pavement will be disposed as waste since recycling or reuse is not possible. Please explain further.

Operational Phase

8     In Item 21 (Will the Activity routinely produce Odours?), please explain your response that odours are produced only within your facility.

9     In Item 22 (Will the Activity generate significant levels of Noise?), please indicate the type and level of noise which you claim is currently made by users of the highway. This should include the results of monitoring in accordance with the requirements of the Noise Pollution Control Rules.

C     CONFIDENTIALITY

10     In Item 26, concerning Confidentiality, you are required to explain your response "Quite to the Contrary".
